Urban regime theories seek to explain relationships among elected officials and those individuals who influence their decisions. Corporate regimes or development regimes promote growth and normally reflect the interests of a city's major corporations while neglecting the interests of poor, distressed areas of a city.

    Regime theory is a theory within international relations derived from the liberal tradition that argues that international institutions or regimes affect the behavior of states or other international actors. It assumes that cooperation is possible in the anarchic system of states, as regimes are, by definition, instances of international cooperation. Over the past 10 years, urban regime theory has become the dominant paradigm for studying urban politics in liberal democracies. Yet there is disagreement about how far it can help us to understand urban political processes. This article argues that regime theory is best understood as a theory of structuring with limits in its analysis of the market economy.
